It was believed that this amendment had been passed in a narrow vote of 17 to 16, following which Mr Browne's motion was then passed by another vote of 22 to 10.

However, it is now believed the tallying may have been wrong, with the true result of the first Men's MBT Chapa water being 16-16.

In that eventuality, the Lord Mayor would have had the casting vote.
